What does it take to drive change in eastern Germany? For Johannes Ulrich, Managing Director of Ostwerk, the answer is clear: capital, trust and a strong vision. The Berlin-based investment company specifically invests in startups with “regional impact” across the six eastern German federal states. Its focus goes beyond financial success to include sustainable quality of life and social progress.
From Banking to the Startup World
Johannes’ journey to Ostwerk began in a place that may not immediately be associated with startups: Sparda-Bank Berlin. After many years working in strategy and project development, he and Franz Neumann developed the idea of doing more to actively strengthen innovation in the region. This idea led to the establishment of Ostwerk in 2024 as a subsidiary of the Sparda Bank Berlin.
“We were very fortunate to meet a courageous executive board,” Johannes recalls. “At a time of transformation, the bank supported our vision and gave us not only a budget, but also its trust.”
lobbyist for optimism
Ostwerk is a traditional venture capital investor, but it invests where long-term value is created—not only financially, but also for society. Its definition of impact is deliberately broad: Ostwerk focuses on employment, participation, sustainability and innovation, particularly in structurally disadvantaged regions. Johannes describes the company as a “lobbyist for optimism” that can help shape social change together with startups—not only through their business models, but also through their commitment and mindset.
A Dual-Brand Strategy: Sparda’s Support and an Independent Voice
One of Ostwerk’s particular strengths is its close relationship with Sparda-Bank while operating as an independent brand. Depending on the target group, either aspect can be emphasised. For many investors and partners, the connection to Sparda-Bank is a signal of reliability. Others appreciate Ostwerk’s fresh and unconventional image.
“This balance allows us to reach different target groups without compromising who we are,” says Johannes.
The Challenges Facing Eastern Germany: Networks, Capital and Visibility
There is no doubt that eastern Germany has a vibrant startup ecosystem, but structural challenges remain significant. According to Johannes, Berlin operates in a world of its own, while many other regions in eastern Germany still lack visibility and genuine attention.
Although platforms and stages exist, startups are often not sustainably represented within relevant networks or among key stakeholders. Visibility, access to networks, support in acquiring customers and, most importantly, private capital are still lacking.
“We still see a significant imbalance between eastern and western Germany, particularly when it comes to business angels and venture capital,” Johannes explains. “This is where we need to take joint action through regional networks, targeted funding and stronger alliances.”
First Investments
Ostwerk has already taken its first steps towards strengthening eastern Germany, particularly by addressing the region’s shortage of skilled workers. In autumn 2025, the company completed its first pre-seed investment in Get to Germany, a Berlin-based startup developing a digital platform for the recognition of international professional qualifications, with a particular focus on the healthcare sector in eastern Germany.
Ostwerk’s second investment followed at the beginning of the year in Dresden-based medical technology startup Altavo. The financing round was backed by lead investors Novalis Biotech from Ghent, Belgium, and Beteiligungsmanagement Thüringen, as well as TGFS Technologiegründerfonds Sachsen, High-Tech Gründerfonds, TUDAG TU Dresden AG and several private investors. Altavo is developing an artificial voice designed to help people who have lost their natural voice, for example following the removal of the larynx or during mechanical ventilation, regain a natural-sounding voice.
